Meanwhile, the player's team draws the ire of team Skull, a band of thugs who take it upon themselves to make their lives miserable. Upon arrival, the player recalls the place as being familiar, but cannot explain as to why. The guild encounters Uxie and discovers the location of a Time Gear, but are allowed to return home with their memories intact, on the condition that they not reveal it to anybody else. The guild meets a famous explorer named Dusknoir, who explains that the player's ability to see through time is called the Dimensional Scream. Not long after, Azurill and his brother Marill (whom the player meets earlier and saves from Drowzee) come to the guild, showing them a ransom note for an item (a Water Float) that they had been looking for. They then go to the Amp Plains and fight Luxray and the Luxio tribe, but get saved by Dusknoir and chase off Team Skull, who took the Water Float in order to get revenge on the team. Dusknoir offers his help in uncovering the secret behind the player's transformation and also offers his assistance in the hunt for Grovyle, who is stealing the Time Gears. Soon, the Time Gear at Fogbound Lake is stolen, and the whole guild splits up to look for Time Gears. The player's team eventually discover an underground lake, which is home to Mesprit and another Time Gear. However Grovyle appears and steals the Time Gear. Somewhere in the story, the player and the partner also activate a dojo in which they can train in. Dusknoir determines that the third lake guardian Azelf, the being of willpower, is likely to be guarding another Time Gear. Dusknoir further explains that as Uxie and Mesprit were encountered in lakes, Azelf is also likely to be found in a lake area. The team arrives at the lake in the middle of Crystal Cave, where they find Azelf about to be defeated by Grovyle. However, just as Grovyle is about to steal the Time Gear, Azelf activates a fail- safe trap, which prevents it from doing so. Grovyle then escapes, but with Dusknoir in pursuit. Back in town, Dusknoir reveals that he and Grovyle are from the future, and that Grovyle fled to the past to prevent from being captured, and intends to steal the Time Gears so as to cause the Planet's Paralysis, an event turning the Pok. Everyone comes up with a plan to capture Grovyle, by luring him in with the Time Gear that still remains, but Dusknoir adds that he and the Lake Trio alone must battle Grovyle for capture. A few days later a report comes in, indicating that Grovyle has been captured, and that Dusknoir plans to take Grovyle back to the future to face justice. The Time Gears have been returned to their rightful places, and Dusknoir has opened a Dimensional Hole to take Grovyle back to the future. Dusknoir bids farewell to the villagers, but suddenly grabs the player and partner, and drags them with him into the portal. Escape the Future. After escaping a near execution with Grovyle, they (now in the future) discover their world has become paralyzed, despite the Time Gears being placed back in their respective spots. The two traverse through several dungeons until they catch up to Grovyle, having to rescue him from a rogue Spiritomb. After coming to compromise, Grovyle offers to share what he knows with the two heroes. They learn that the paralysis was caused by time breaking down before the theft of the Gears because of Temporal Tower, which gives structure to time itself. When the tower collapsed, its head occupant, Dialga the Time Dragon, survived the collapse but became corrupted due to the flow of darkness that possessed and twisted the minds of countless Pok. Now living as a tyrannical being known as Primal Dialga, it has sworn to preserve the dark future so as to maintain its fearsome form. It is also established that Grovyle has pure motives for collecting Time Gears, so as to prevent the planet's paralysis in Temporal Tower. This story contradicts Dusknoir's fallacies, and Grovyle exposes Dusknoir as a villainous agent sent to the partner's world to capture him. Unsure but determined, the player's team searches for a way back to the past. However, they are being pursued by Dusknoir and his Sableye minions. The group eventually manage to find a shiny Celebi, who is a (close) friend of Grovyle, and finally arrive at the Passage of Time. Dusknoir ambushes the group, but Grovyle expresses hope for success- when he traveled back to the past initially, he was joined by a human companion on his mission. That partner was lost during their time travel, though Grovyle believes that even if he dies, the partner will be able to fulfill his mission for him. Dusknoir asks Grovyle to divulge the name of his friend, revealing that the partner in question is actually the player. Dusknoir reveals he has known about this for a long while: he was scouting all over the past world, collecting all of its history and information in order to find the two. He came across the player's exploration duo at one point, and eventually discovered one of them had the Dimensional Scream. After revealing their ability and name, Dusknoir carried out a plan which had the player itself betray Grovyle unknowingly and blackened Grovyle's reputation further. This plan worked out smoothly because the player could not recognize their foe when they saw him. Not defeated by the grim circumstances, the partner urges Celebi to transport them ahead of Dusknoir and into the Passage. With little interference from Primal Dialga, they succeed, and Celebi escapes. The Hunt for the Hidden Land. They plan their next move, which is to take the Time Gears. Grovyle tells the team that the player was his partner before the player turned into a Pok. They soon discover through reconnaissance that time has still stopped in places where Time Gears are present, despite them being returned. It appears that the only way to restore time is to take the Time Gears to Temporal Tower. This is easier said than done, though; the Tower is located in the Hidden Land, and no one knows where the Hidden Land is. They eventually decide to reveal their return to the guild, so they can convince the guild to help them, and receive the lake guardians' Time Gears- they are, fortunately, met with friendly cooperation from all parties. They talk with Torkoal, the town elder, who tells them that to get to the Hidden Land, they need an item with an inscription on it, which is on the partner's Relic Fragment. Wigglytuff and Chatot have also seen this pattern, in Brine Cave. Inside Brine Cave's Depths, Chatot (and Team Skull, who tried to get to the Hidden Land simply to get the fame) is injured protecting the team from a Kabutops and two Omastar. Start a Vending Cart Program. A hot dog cart in Trenton, New Jersey. Historically, pushcart vending has given people who lack the necessary financial resources to rent or buy a shop analternative way of making a living in retailing. Aside from providing vendors with a means of improvement, a vending program can, if properly managed, also benefit its host. After all, vending can add vitality to streets, provide an additional source of revenue, and contribute to an area’s security. Furthermore, vending can serve as an amenity for residents, pedestrians, and visitors; increase contact with the community and among people of different backgrounds, social classes, and values; and foster partnerships among local businesses, public and private- sector property owners, and civic groups. However, getting a vending cart on your street or property can be tricky business. To help you navigate the process, we’ve identified the major considerations, which we’ve amassed into six groups. Click on any of them below for further information and details. Assess existing amenities and needs in the area Obtain necessary licenses, permits, and insurances for either Municipal Vending or GSA/Federal Vending. Find the optimal location for vending cart(s)Set a price, if needed, for vending privileges. Find a vendor and set up to sell! Outline a maintenance and management program. Note: If enacting a full- fledged vending program seems overwhelming, you might first try a vending trial project for a fixed period of time. Although a demonstration project requires work and cooperation, it is a low- cost, low- risk, and limited approach, which makes it an easier commitment for building management, tenants, and security personnel. The results of the trial may well prove to even the most skeptical that vending can be a desirable addition to a community. Assess existing amenities and needs in the area. Get a sense of what’s already offered in your area. Walk around your building and the neighborhood to observe. Which types of services currently exist in the area? Which are lacking? Are there any vendors in the area? If so, what are they selling? Who buys from the vendors? On which days/at which times are the vendors busiest? Note: If the proposed vending is to occur on federal property, you must consider if any vendors are already on the site under the aegis of the Randolph- Sheppard Program. The program, which is administered by the General Services Administration (GSA) and Department of Education (DOEd), affords blind vendors the “first right” to establish a vending or concessions stand on federal land. Once the relevant State Licensing Agency for the Blind (SLA) concludes that no Randolph- Sheppard vendor is interested in that location, then a private vendor may contract with the GSA for that site. To preserve community goodwill, it is best not to compete with local stores; instead, set up complementary businesses or fill a gap in the market. Consider the following questions. Who are your intended customers? Do they have a lot, or little, spending money? Do they have any social, cultural, and/or religious preferences that you should take into consideration, not only as potential product areas, but also to avoid causing offense? Which types of goods could vendors potentially provide? Ideas can range from fresh fruit and vegetables, hot dogs, ice cream, popcorn, and smoothies to flowers, gadgets, holiday gifts, art, and crafts. Will the items and services be sold “for- profit” or “not- for- profit”? Membership organization of blind persons who are self-employed or provide food vending services under the Randolph-Sheppard Act. Advice and resources for members, advocacy, and information about organization activities. Are there opportunities to cooperate with existing local businesses? Talk with nearby retailers and service providers to gauge their interest in supplementing their storefronts with a vending cart. Would it help to survey building tenants and/or area residents to see which types of products and services they would like? Remember that competition can promote choice. For example, a cafeteria that sells a regular cup of coffee for $1. Make it all scales, not of scale. The photo at right, taken just off Union Square in San Francisco, shows that vending and retailers can co- exist – if the location and the mix of goods are carefully considered. First, potential vendors must apply for a vending permit, which usually can be renewed annually. They also need liability insurance, in case they cause injury to a customer; and they may need a health permit if they are selling or preparing food items. Some cities have regulations about cart locations, sizes, designs, and merchandise; as well as clauses on obtaining consent from nearby merchants; proving how the cart will contribute to the city’s development; and keeping areas surrounding the cart clean. See below for details on municipal and federal vending, or go on to Step III. Municipal Vending. Vending ordinances vary widely from city to city; likewise, so do the civic bodies responsible for regulating and licensing vending carts. In Denver and Chicago, it’s the Department of Public Works that makes the decision; in New York, it’s the Department of Health (for food vendors) and Department of Consumer Affairs (for non- food vendors). You can try these departments or do a search on the city government’s Web site for the appropriate regulator; barring that, ask a local vendor or call the local government’s main number. In cases where private or quasi- private organizations manage the space (such as in Eugene, Ore., where private partnership Eugene- in- Common administrates activity in the downtown area), those entities control all vending permits. The application fee for a vending permit can range from $6. Portland, OR, to $5 in Chicago; this fee is collected from all prospective vendors, whether or not they are approved. A vending permit (or vending license, as it is called sometimes called) can cost from $5. Chicago, to $1. 00 in Berkley, CA, to $2. New Orleans. It can be valid yearly or seasonally. In some instances, there is also a small business license fee, which can be a substitute for a permit fee (as in Memphis) or in addition to a permit fee (as in New Orleans). Some other common vendor fees include a health permit fee (see above), which can be minimal ($2. Portland, Ore.) or more hefty ($2. New York City); a fire permit fee (charged to vendors using propane gas for cooking purposes); and a variable- rate fee (sometimes charged in lieu of an application, permit, or business fee, such as in Eugene, where vendors pay from $2. October through May, and $1. June- September). In addition, certain situations warrant additional costs. For example, New Orleans has a separate fee structure for its 1. Mardi Gras festival; this special events fee applies to all vendors, who must pay the cost — from $5. Minneapolis passes on to the vendors the cost of cleaning up after them; this maintenance fee ranges from $2. Although some vendors are provided with free electricity for their carts, those in Eugene are levied a electrical rate surcharge of $5/month for carts requiring the service. Collecting accurate sales tax revenue from vendors is often difficult, so some cities don’t bother, while others have limited enforcement. Some levy an “inventory fee” that taxes the value of a vendor’s sales/revenue at a given percentage. In Atlanta, this fee is five percent of the maximum wholesale value of a vendor’s inventory, at any one time, every 1. Memphis, it is one- tenth of one percent on a vendor’s gross receipts per year. GSA/Federal Vending. Vending is considered outleasing and is to be recorded on GSA Form 3. Three Authorities (Acts) govern vending in GSA owned- and operated- buildings: Public Buildings and Cooperative Use Act of 1. Created to stimulate pedestrian traffic in public buildings, this Act allows GSA to lease space in courtyards, auditoriums, conference rooms, rooftops, and major pedestrian- accessible areas to vendors and firms engaged in commercial, cultural, educational, or recreational activities. Rent collected under the Cooperative Use Act is deposited in the Federal Buildings Fund (FBF) and no competition for the space is required. This is by far the most common Authority under which outleasing falls. National Historic Preservation Act of 1. This Act authorizes GSA to lease space in its historic properties (defined as buildings over 5. Rent is deposited in BA6. FBF, while proceeds received by the GSA’s Public Building Service under this Act can be used for improvements to historic buildings. No competition for the space is required. Federal Property and Administrative Services Act of 1. This Authority allows GSA to sublet surplus portions of space in both federally leased and owned facilities. If any space under GSA control is vacant and a buyout is not an option, the space can be sublet to a vendor, concessionary facility, and so on. In such situations, the outlease income is deposited in the FBF and can be used to pay rent to the landlord. Rent from outleases under the ’4. Act goes into two separate funds: space (Land and Water Conservation Fund) and services (Federal Buildings Fund). This Act is used as an Authority of last resort, as the process is labor- intensive and time- consuming. Space identified for outleases under this Act also may be subject to the Stewart B. Mc. Kinney Homeless Assistance Act, which means it is reviewed for its potential for homeless assistance usage before it is made available for outleasing. Find the optimal location for vending cart(s)Some municipal ordinances specify locations where vending is permitted; others do not. In either case, here are some factors to consider: Establish whether the location provides potential vendor needs, such as a power outlet, plumbing hook- up, storage space, or access to a restroom. Examine the physical parameters of the area. Programs. Under the Randolph Sheppard Act, federal and state laws give priority to blind individuals to operate and manage food and vending services in federal and state government office buildings and facilities. The BEP places qualified legally blind business persons to manage food service operations in these buildings plus some privately owned facilities. Currently, these facilities consist of large cafeterias, small cafeterias, a military dining hall, snack bars, convenience stores, and vending machine units. The BEP purchases the initial inventory, supplies and equipment at these food service locations, as prescribed by federal law. The blind business managers have sole ownership of these business operations. Subsequent inventory and supplies are replenished at their expense, and they are responsible for all management functions. These functions include hiring, paying personnel and paying all business and employment taxes and insurance and any other related withholding. At the end of a given business cycle, the blind business manager enjoys a profit or suffers a loss. The BEP receives a franchise- like fee from the blind business managers for their membership in this program. Division of Vocational Rehabilitation counselors throughout the state make the initial referrals of interested candidates to the Personal Adjustment Training Program of the Colorado Rehabilitation Center. The student enters into a two- week comprehensive evaluation in the Personal Adjustment Training Program and the Vocational Evaluation Program. Here the student is given vocational evaluation tests to determine aptitude toward business. The student's personal skills as a blind individual are also evaluated, and if needed, further instruction is given to the student. The student is then exposed to a two- week full time, on- site evaluation experience in one or more cafeterias in the program. This allows the student to assess the program as well as the agency to assess the student. The student is required to take eight prescribed business administration core classes at an area community college before entering the next phase of training. If the agency and the student are both satisfied, then full time training begins. Training is conducted at BEP sites throughout the state. Training is approximately thirty weeks, however, the training curriculum and time is individualized to the student. When the student graduates from the training program, he or she becomes a manager of a BEP food service location. During the first year, the new manager must demonstrate and apply skills learned in training. After a one year internship, the operator earns the privilege of becoming a Licensed Blind Business Operator of Colorado.
